Reductions for people who are Severely Mentally Impaired

Did you know that anyone who is medically certified as having a permanent condition that severely affects their intellectual or social functioning may be eligible to a Council Tax discount?  This could people with Dementia, including Alzheimer's disease, or Parkinson's disease, but many other conditions may apply such as a severe stroke.

 

Eligible benefits

In addition to the certification by a Doctor, the person must also be entitled to one of the following eligible benefits-

  • Attendance Allowance
  • Severe Disablement Allowance
  • Disability Living Allowance (middle or higher rate care component)
  • An increase in disablement pension as constant attendance is needed
  • Disability Working Allowance
  • Employability Supplement or Allowance
  • Constant Attendance Allowance
  • Income Support (which includes a disability premium)
  • Personal Independence Payment (standard or enhanced daily living component)
  • Armed Forces Independence Payment
  • Universal Credit (in circumstances where a person has limited capability for work and/or work related activity)

 

Level of reduction

  • If you have been certified as being severely mentally impaired by a doctor and you are living alone or with other adults all of whom are severely mentally impaired and who are liable to pay Council Tax, you will be exempt from paying.
  • If you have been certified as being severely mentally impaired by a doctor and you live with one other adult, your household will receive a 25% discount.
  • If you have been certified as being severely mentally impaired by a doctor and you live with 2 or more other adults, there will be no reduction.

 

How to apply for a reduction

You will need to fill in an application form  docs icon SMI Application [56kb]  and return this to us, together with evidence of the date you first received or became entitled to one of the eligible benefits,  either by e-mail to:
